Nomination of Administrator.  Petitioner does not have priority of administration over Debra Gortner, surviving spouse, pursuant to Probate Code section 8461. However, the supplement filed on February 26, 2024, sets forth facts/allegations showing petitioner is the person with the highest priority willing to act in this estate to protect it from loss.
